Recommended Practice based on International Guidelines
The UN guidance recommends that a unique personal identifier (UPI) is assigned and entered into the birth record for every child born within the territory of the country, regardless of citizenship, ethnicity, nationality, or residency status. This facilitates the linkage of records in the CR and ID systems.
An MOU was signed between the Election Commission (EC) Office - which issues national ID cards and maintains the national ID (NID) database - and Office of the Registrar General (ORG) in 2020. Under the MOU, the ORG shares relevant information on birth registration with the EC Office in the same year. When birth registration data is shared with the NID database, a 10-digit Unique Identification (UID) number is assigned to the newborn and stored in both databases. However, the UID is provided if both parents are confirmed as Bangladeshi citizens. The allotted UID is then transmitted back to the Birth and Death Registration System after verifying the parents’ NID number and date of birth. Since 2020, every registered birth has a UID for the child, which is not shared with the family but remains stored in the BDRIS database for government use and interoperability among databases. The number is shared with the individual when they obtain a national ID card, at the age of 16.

Birth certificate should be requested to access public services, such as child immunizations and wellness checks, school enrolllment, etc. Absence of a birth certificate should not prevent the child from accessing healthcare, education, or other services. However, if health workers (such as vaccination workers, doctors, nurses) or other public servants see an unregistered child, they can use the opportunity to report the birth or educate the parents about birth registration.
Under the Births and Deaths Registration Act, a birth certificate is required to prove age for the following: issuance of a passport, registration of marriage, admission into educational institutions, appointment in government or non-government organizations, issuance of a driver's license, preparation of voter list, land registration, issuance of national ID card, and subscription to a life insurance policy.

For those born in the country, birth registration should be required in order to register for a national ID. For refugees, migrants or stateless persons born outside the country and lacking proof of birth registration from country of origin, the law should provide alternative means to validate their identity and obtain identity credentials.
