The Registrar at the District level has the power to officially register vital events and to issue certificates.

The legislation should set time frames for transfer of information from the local register to the centralized register. The time frames may vary based on policymakers' discretion, depending on whether the system is computerized or non-computerized.
All 514 district/city registration offices in Indonesia are connected to the Population Administration Information System electronic database (SIAK). When data on a vital event are entered into SIAK they are automatically available at the national level.

It is important that the law provide clear requirements governing fitness and qualifications of local civil registrars. To prevent corruption, the law should provide that registrars be full-time public service officials, with defined terms of employment and adequate salary level.
Registrars are appointed by the Minster of Home Affairs upon recommendation of the Regent/Mayor of the District/City through the Governor of the Province (UU 224/2013, Art. 83A). Registrar must be qualified civil servants.
