Legal Analysis
The UN high-priority topics are collected partially. In Colombia, birth registration relies mainly on the medical birth certificate, whose required contents are set out in Decree 1171 of 1997, Article 5. Using the information in the medical birth certificate, Colombia collects many UN high-priority topics, including: date and place of birth, date and place of registration, attendant at birth, whether the birth was single or multiple (e.g., twins/triplets), sex, birth weight, mother’s and father’s date of birth, mother’s marital status, mother’s and father’s educational attainment, usual place of residence of the mother, place/country of birth of the mother, number of children previously born alive to the mother, and date of the last previous live birth. However, the system does not collect all UN high-priority topics at birth registration, including fetal deaths to the mother during her lifetime, duration of residence in the usual place of residence, and date of marriage.
