Legislation should authorize the local civil registrar to make minor corrections such as typographical and data entry errors in civil registration records. Such corrections should be free of charge.
The civil status law provides for correction and changes to the registration record. However, the distinction between minor and major changes is not made. As a result, to legitimize changes, a declaration together with the right prescribed form for changes, must be presented at the previous place of civil registration.
Does the registrar (local or other level) have the power to add omitted information (such as name of baby, in the case of late naming, and paternity information)?

It is important that the law provide clear requirements governing fitness and qualifications of local civil registrars. To prevent corruption, the law should provide that registrars be full-time public service officials, with defined terms of employment and adequate salary level.
Article 72 of the civil status law, specifies qualifications for those doing civil registration work. Commune registrars must at have at least a college (intermediate) degree in law with civil status training. District level civil status officers must hold a university or higher degree in law, and have been trained in civil status work.
