Does the law require that a burial permit be obtained to dispose of a body? If so, does the law require that death is reported to the civil registrar before a burial permit can be obtained?

Recommended Practice based on International Guidelines
A permit should be required to bury or cremate, or otherwise dispose of, a body. The law should require the reporting of death to the civil registrar before a permit to dispose of the body is issued, to incentivize death registrations. To enforce the requirement of death registration, funeral, burial and cremation services should be required to request proof of reporting of death or death certificate before proceeding with services.
No burial shall take place without the Registrar's authorization according to the Law No. 1957-3 of 1957 Regulation of Civil Status Article 44. This authoriztaion is given upon declaration of the death to the Civil Registrar.

When a death is registered, the civil registration authority must transmit this information to the identity management authority so that the identity management authority may retire or deactivate the unique personal identifier and the identity credential of the deceased individual. This information should also be shared with the population register (if a population register is maintained).
The law does not explicitly specify the process to retire legal identity. However, Decree-Law of the Head of Government No. 2020-17 of May 12, 2020, relating to the unique citizen identifier, Article 4 states the the data of persons assigned a unique citizen identifier (UCI) shall be kept for 30 years after death or loss of nationaity. This implies that death registration data (the fact of death) is shared with the Ministry of Local Affairs, which maintains the UCI register, and that the UCI is retired.
