Recommended Practice based on International Guidelines
The legislation should set time frames for transfer of information from the local register to the centralized register. The time frames may vary based on policymakers' discretion, depending on whether the system is computerized or non-computerized.

Legal Analysis
Article 11 of the Law on Civil Status states that civil registers must be closed and approved by the Civil Status Officer at the end of each year. Registers are kept in duplicate copies. Within one month after the close of the year, one of the duplicates must be deposited at the registry of the Court of First Instance, and the other in the archive of the municipality, the governorate or the delegation. The law does not require that physical paper registers be submitted to the central (national) level government.
However, in practice, most registration offices are connected to MADANIA - the electronic civl registration database. When events are registered and entered into the database, the registration record is available (in real time) at national level.
